.- Dear Compatriots:
I am writing to you on this important date for past, present and future of our beloved country, not with the intention of requesting help, but instead, provide for Somehow my contribution to this revolutionary process, expressing my fervent and consistent belief we head us in the right direction, but still need to give more to our suffering people.
When I express the need for more, I mean to solve those problems, having already taken steps to solve them, still exist, and create symptoms of discomfort in the neediest sectors, such as unemployment and persistent and ruthless attack on our currency.

It is also important not to lose sight of the operations conducted by the National Bank in regard to trusts, as these transactions are not reflected in the actual accounts of the financial statements, and many are oriented towards the acquisition of foreign exchange which is not easily perceived impact on foreign exchange activity.
While some of these measures have been implemented partially, the fact remains we need to accelerate and deepen your application so that we may see short-and medium-term positive effects on our economy.
In another vein I propose to establish as National Mourning Day for the upcoming February 27 (Caracazo), since that day should honor all those hundreds of Venezuelans who were cruelly massacred by the security forces of shameful government on duty at that time was headed by one of the most harmful and corrupt rulers of our beloved Venezuela and who is not worth mentioning, that date would also pay tribute to all those who died during the forty (40) years of pseudo democracy (Cantaura, Yumare, El Amparo, student demonstrations and workers, Fabricio Ojeda, Professor Lovera, and thousands more), which served as fertilizer for the emergence of this process today together with all Venezuelans deserve you go.

I am writing to you on this opportunity to raise some thoughts that I have matured personally, and why I have not finished understanding what is actually happening in my beloved Motherland and mistreated.
I sent a correspondence dated February 4 this year, which was delivered by me personally to the Minister of Education, Professor Aristobulo Isturiz at the gates of the Museum Military History, and she offered a modest contribution to solving specific problems in unemployment, fiscal deficit, money supply, inflation, among others, affecting our already battered economy, and if it is true, the President referred in his Program dated August 11 to Concessions as a mechanism for the implementation of major infrastructure projects (one of my statements in the correspondence referred to), it is important to insist on another aspect which I believe is impacting greatly and which I would suggest they consider relevant.
is that related to the persistent and vicious attack on our currency that Sector Powerful economic (banking and large companies) hold, and in my humble opinion, this attitude is encouraged by certain actions of the Government (current and past) in terms of monetary policy by allowing a diabolical circle of excess liquidity, both drained with the issuance of National Public Debt, this is caused by the placement of regular budget resources, additional credits, allocation of Fides, MSIF, and others, in the hands of predatory National Bank, who by the way, besides being one of the factors financiers and sponsors of the Coup and Military Rebellion (openly) evil remembered the past and 11 and April 12 and subsequent has been one of the biggest beneficiaries of this flawed policy and also the only sector of the economy in times of crisis has made large gains ignoring its intermediary function, while small and medium productive sectors, see their investments diminish and disappear by not having with lending to boost its development has not only happened in this administration, but in the past of the 4th. is possible that one of the reasons why it has not taken a revolutionary step as mentioned here, whether selfish and personal nature of some consultants in this area, and some could be the one that reveals the little transparent management Treasury Resources by people called upon to guarantee all Venezuelans the right use of our finances, because it is no secret that one of the most harmful practices in the management of public finances, is the placement of state money in those banks offered to (the) officer (s) responsible for handling, performance below the table that will enrich the pockets of these leeches of public funds. It talks of the existence of so-called financial managers for the placement of these resources, which I am not aware, but if true its existence corroborates what I express by simple intuition. It would be interesting to know the economic situation real financial people in the last 10 years not that far, have been responsible for the management of national funds (ie apparent wealth), which also give us an explanation of that mentioned.
I wonder, how would the economy and the people of northern giant brother, just to mention a country that sets an example for us, if the budgetary resources of state and this great mass of trillions of U.S. $ ( dollars) deposited in the private commercial banks that nation and not through the Federal Reserve?. It is clear that the application of a measure of this nature should be implemented gradually to not create further trauma, and maintain the decision of its low profile run to avoid the arguments against its implementation (pursued the bankruptcy of the financial system and stop to tell you), just to be supplemented by an increase to Bank reserve requirements on deposits abroad, when they exceed reasonable amounts to cover normal operations of the Currency, and in the case of companies that have bled the country with the export of capital for speculative purposes, also evaluate the implementation of some measure of fiscal, if not justify the holding of such resources to finance their export or import; not forget that in some European countries, is a crime to threaten the stability of the equilibrium exchange rate and the indiscriminate export of capital without apparent justification. It's enough to take the box, really, so I think we could learn something from those experiences, like that of our European brethren.
Pending these personal reflections get an echo on that team qualified today it bears the delicate and demanding management heading into our country to better destinies, I say goodbye with a revolutionary greeting is looking forward to the future happiness for all.
